The Delphi Center’s Online Learning team assists department chairs, faculty and staff with launching online programs in partnership with other teams across the Delphi Center and campus.
New academic programs take approximately 12 to 24 months to launch online, depending on the approval process duration.

Launch a New Program Online
Here is a quick guide on the steps to launch a new program online.

Unit Submits Pre-Letter of Intent (LOI) to the Office of Academic Planning and Accountability (OAPA)
- Timing: OAPA submissions are allowed twice per year (fall and spring)
- Unit reviews the Program Approval Process.

Online Learning Hosts Kickoff Meeting
- Timing: Online Learning will schedule a meeting soon after the Pre-LOI approval
- Online Learning provides overview of Delphi Center's services and resources.
- Instructional Design team provides timeline for quality course development.
- Online Learning provides estimated program approval timelines.

Unit Submits LOI for Provost Approval
- Timing: 6 to 9 months
- Internal unit reviews and approves LOI.
- Delphi Center reviews the draft and provides guidance on LOI.
- Provost Program Proposal Review Committee (PPPRC) reviews and recommends changes or approval.

Unit Submits Proposal to OAPA
- Timing: 2 to 9 months
- Proposal to include:
- Unit submits supporting documents (Program Curriculum, New Course Syllabi, program director’s CV).
- Unit submits supporting forms (SACSCOC Faculty Roster, Course Template, Proposal Budget).
- Unit submits letters of support (Library, unit Dean, other entities).

Meetings with Delphi Teams
- Timing: Variable
- Instructional Design coordinates team consultation meeting (after LOI approved).
- Online Learning coordinates checklist meeting (estimated 3 months prior to full minisite launch).
- Online Learning coordinates FAQ meeting (estimated 1 week after launch).

Reviews & Approvals
- Timing: 4 to 6 months
- UofL Faculty Senate
- UofL Board of Trustees
- KY Council on Postsecondary Education (Degree programs only; excludes Certificate programs)

Soft Launch (Tile Posting on Online Learning's Website)
- Timing: Soon after Board of Trustees approval
8
Full Minisite Launch on Online Learning's Website
- Timing: 1 month following Board of Trustees approval (Certificate program) or KY Council on Postsecondary Education (Degree program)
- OAPA creates Academic Plan Code.
- Program is added to the undergraduate or graduate application.
